A caller holding a signed receipt can dispute the charge. You see the reason, the receipt and the amount, never their request or your response. The provider's share is held until you decide: refund returns the full price to the caller, uphold releases the hold.

Four tools, fixed. Quotes, plans and quorum are parameters of call, so the hundredth API adds nothing to an agent's context window.
